Connacht Junior Clubs Review Meeting

After considerable discussion at Monday night’s Junior Clubs Review Meeting a number of proposals were decided on for the coming season:

Promotion/Relegation

To return the J1A, J1B and J1C leagues to 8 teams each at the end of the 2013/14 season the following promotion/relegation will take place at the end of the season.

The bottom two teams in J1A will be automatically relegated to J1B and the top team from J1B will be automatically promoted to J1A. There will be a play-off match between third last in J1A and second in J1B.

The bottom two teams in J1B will be automatically relegated to J1C and the top team from J1C will be automatically promoted to J1B. There will be a play-off match between third last in J1B and second in J1C.

Cawley Cup Reform

To create a second tier cup competition to increase the number of quality cup fixtures the Cawley Cup will be split into a Cup (seven Junior clubs in J1A & top two Junior clubs in J1B) and Shield (remaining four Junior clubs in J1B & five Junior clubs in J1C) to be played simultaneously

Transfers

Transfers permitted until 1st October (provided played hasn’t started in Connacht leagues already in the season)

Transfer window between 8th December and 6th January 2014 to permit players who have not played in Junior qualifying league or provincial cup competitions to apply for a transfer during this period.

Saturday Rugby

J1A         Rather than completely exclude teams who refused to play on Saturdays an amendment was made to the proposal to keep the default time and day at 2.30/3pm on Sundays, but that clubs who had expressed a wish to play on Saturdays will have their fixtures against like minded clubs fixed for Saturdays, and the rest of the fixtures will be fixed at a meeting of fixtures secretaries once AIL/RaboDirect/ERC fixtures are announced. (vote 6 in favour of Saturday 3 not in favour)

J1B         No club present in J1B expressed a wish to have the default time and date fixed for Saturday. The fixtures secretaries will now be invited to a meeting to discuss any fixtures that may be moved from Sundays at 2.30/3pm. (vote 0 in favour of Saturday 6 not in favour)

J1C         The fixtures secretaries will now be invited to a meeting to discuss any fixtures that may be moved from Sundays at 2.30/3pm. (vote 2 in favour of Saturday 4 not in favour)

Yellow card accumulation

An amendment to the proposal now sees any player accumulating four yellow cards in any twelve week period receive an automatic one match suspension. This applies to both league and cup competitions.

Failure to Field

Cup competitions – fixture may be awarded to opposition

League competitions – match will be refixed, may lose home fixture, may face a reduction of league points or face other sanction deemed appropriate by the Competitions Committee.

The following differentials will be used for final league position should two or more teams finish level on points:
