FINANCIAL SUPPORT FOR THE DEVELOPMENT OF WOMEN’S RUGBY WITHIN CLUBS

Following the success of the Ireland women’s team in qualifying for the Women’s Rugby World Cup and the successes of grassroots rugby the IRFU is committed to increasing the participation of girls and women within rugby.

The IRFU has been carrying out a review of the Clubs of Ireland Support Scheme which, after consultation, will be implemented from the beginning of season 2011/12.
It has been decided, however, to implement immediately measures to support and encourage the development of women’s rugby. As a result the Club Support Scheme for the season 2010/11 will be modified as outlined below.

WOMEN’S PARTICIPATION GRANT
A club will receive €1,000 per Adult Women’s team entered into a Branch league consisting of more than 6 Matches in a season. Two or more clubs can share a women’s team and receive a % of the funding.

Initiatives for Developing Womens Age Grade Rugby

The IRFU is promoting the establishment of women’s Age Grade teams in clubs.  To assist clubs, the IRFU is offering support of €2,000 per annum to clubs who establish Women’s Age Grade programmes in line with the IRFU policy (as outlined in the IRFU brochure, ‘Guide to Establishing Womens Teams’).  The key recruitment tool for clubs is the Play Rugby (Girls) programme which is currently being implemented.

To be eligible for a €2,000 grant a Club must have a structured Women’s Age Grade programme (13-19 years) with the following;
1)    at least two of the following teams (U15,U17,U19), with the appropriately qualified Coach and an identified ‘manager’ for each team, who both have been vetted in line with IRFU Child Protection policy (Note: must be a different coach/manager named for each team) 
2)    One identified associate or full referee for every two teams
3)    Club has an equality policy which is adhered to by all committees and volunteers.
4)    A team must at least play 7 aside rugby with a panel consisting of a minimum of 10 players
5)    Each team must compete in a minimum of 4 Branch run Blitz days during the season

Subject to continued funding the grant for the Season 2011-12 will contain the following amendments;

3)    Club has an equality policy which is adhered to by all committees and volunteers.
4)    A team must at least play 13 aside rugby with a panel consisting of a minimum of 15 players in line with the National Framework
5)    Each team must compete in a minimum of 4 Branch run Blitz days during the season

Note:  the IRFU regulation in regards to players only playing up 1 year will apply.  Clubs will be required to submit team lists and all players must be entered on the IRFU Player Registration System

Clubs are also reminded that the IRFU covers the costs of insurance for Age Grade Teams, and for the first year of insurance for any Womens Adult Team.  More information on the Womens Play Rugby Programme, the ‘Guide to establishing Womens Teams’ or the about outlined incentive scheme can be obtained by contacting your provincial Community Rugby Manager.
